Recap of the meeting with Randy Royal concerning the Todd Farm by Mark Lutes 

The development is 640 acres. 160 acres would be put into conservation and turned 
over to the Nature Conservancy or a similar group.  There will be 117 3 acre plus 
lots built similar to Woodards Mill.   There will be a Home Owners Association and 
equestrian trails. 
  
According to the developer, Ballahack Road has a level service of “C” and there 
would be minimal impact. Developer would proffer to extend the shoulder 10 feet 
between the two entrances and the road frontage property. 

Asked if the Gees Group (developer) had already purchased the land and the 
answer was no but they would be closing in March. Gees Group said it was 
pretty much a done deal and they are going to purchase the property whether 
Council approved the development or not. 

The biggest question was the overcrowded school system. The Gees Group has already 
approached the school administration and they have offered to add on to both Hickory
 High and Middle if needed.   This would be done by tearing down an existing wall 
and adding modular type buildings.   Once in place the buildings would have a brick 
façade added to match the exterior of the main building making them permanent. 

Based on the formula used by the Schools to determine the monetary proffer policy
 is what the Gees Group would spend on additions. As the modulars are installed, 
trailers would be taken out. They estimate they could add 8-10 full classrooms and 
how this would be divided between the two schools is a decision that would be made 
by the school board. 

Prior to any of this happening, the idea has to be brought before the school board 
at the regularly scheduled meeting January 10th .   Not sure if any action would be
 taken on this but I plan on attending to see who brings this before the school board 
and to hear if they are as enthused as we were told.  Mark Lutes will also contact 
them next week. 

Some of the issues that would need to be answered are:

- Does 8-10 classrooms means 8-10 more salaries and health plans for additional 
faculty.   

- When the trailers go away how long will it take the city to add them back or 
would they ever leave.   

- What type of precedence will this set?   Will this open a Pandora’s box? 

We were also told that the revenue brought in by property tax would be 1.5 million and 
the cost to the city for services (trash, schools, roads) would be 1 million giving the 
city a 500,000 thousand profit.  It was brought up that for every 1.20 brought in by
 taxes the city would have to spend 1.40.   Gees Group said this is not the case if 
the value is more than 300,000.   They plan on selling the houses for 600,000 plus.
